Bhutan Compassionate Leadership Forum 2026: A Shared Commitment to a More Compassionate Future

This week, I had the privilege of once again visiting the Land of the Thunder Dragon – Bhutan – with Nobel Peace LaureateKailash Satyarthi, Sumedha Kailash and Asmita Satyarthi – for the Bhutan Compassionate Leadership Forum 2026, jointly convened by the Jigme Singye Wangchuck School of Law and the Satyarthi Movement for Global Compassion.

The Forum marked a significant milestone in advancing compassion as a guiding principle for leadership and public life. Among its highlights were the unveiling of the Global Compassion Declaration (GCD) and its signing by the Hon’ble Prime Minister of Bhutan, H.E. Dasho Tshering Tobgay, along with the unveiling by HRH Princess Sonam Dechen Wangchuck and Chief Justice of Bhutan Dasho Lyonpo Norbu Tshering. It also marked the inauguration of a photo exhibition celebrating the life and legacy of His Majesty the Fourth Druk Gyalpo Jigme Singye Wangchuck; the launch of the Jigme Singye Wangchuck–Satyarthi Compassionate Action Lab (JSW-SCAL); and three thought-provoking panel discussions on Compassionate Justice Systems, Business Leadership, and Governance and Global Affairs.

There could not have been a more fitting place to unveil the Global Compassion Declaration than Bhutan. Through the visionary philosophy of Gross National Happiness (GNH), championed by His Majesty the Fourth Druk Gyalpo, Bhutan has demonstrated that progress can be measured not only through economic growth, but also through the well-being of people, environmental stewardship, cultural preservation, and ethical governance. This vision resonates deeply with Compassion as championed by Mr Kailash Satyarthi, who has long advocated compassion as a transformative force for justice, peace, equality, and sustainability. Together, GNH and compassion offer a powerful framework for people-centred leadership and a more just, peaceful, and sustainable world.

The Global Compassion Declaration itself is a shared moral and strategic framework that emerged from collective reflection and dialogue among world leaders, Nobel laureates, parliamentarians, policymakers, philanthropists, and civil society representatives. It builds upon discussions held during the High-Level Roundtable on “Globalising Compassion,” convened on the sidelines of the 80th Session of the United Nations General Assembly in September 2025. The Declaration seeks to advance compassion as a moral, social, and governance force capable of shaping leadership, policy, peacebuilding, and collective action, while fostering deeper collaboration among governments, global institutions, philanthropy, and civil society.

The Forum also provided an opportunity to reflect on the extraordinary legacy of His Majesty the Fourth Druk Gyalpo. Through Gross National Happiness, His Majesty transformed the global understanding of development by placing human well-being at the centre of national progress. Beyond redefining development, he also guided Bhutan through one of the most remarkable democratic transitions in modern history. Around the world, history shows democracy often emerging from the fervent demands of the people. Bhutan’s journey was initiated by its monarch. His Majesty voluntarily devolved power to the people, leading the country’s transition to constitutional democracy and strengthening local governance through decentralisation and democratic reforms. He was also a visionary steward of the environment, ensuring that Bhutan’s development remained in harmony with nature and laying the foundation for the country’s globally recognised commitment to biodiversity conservation, forest preservation, and sustainable development.

One initiative that I am particularly excited about is the launch of the Jigme Singye Wangchuck–Satyarthi Compassionate Action Lab (JSW-SCAL). Established under the patronage of Her Royal Highness Princess Sonam Dechen Wangchuck and Mr Kailash Satyarthi, the Lab seeks to bridge ideas, learning, research, and action to make compassion a guiding principle in leadership, governance, law, and justice systems. Rooted in the values of Gross National Happiness and powered by the global movement for compassion, JSW-SCAL has the potential to become a pioneering platform for developing compassionate leaders and advancing practical solutions to contemporary social challenges.

As the Bhutan Compassionate Leadership Forum concluded, it left behind more than meaningful discussions and new partnerships – it reaffirmed a powerful truth: compassion is not merely a personal virtue, but a transformative force for leadership, governance, and social progress. Inspired by Bhutan’s enduring vision of Gross National Happiness and guided by the principles embodied in the Global Compassion Declaration, the Forum marked an important step towards building societies where human dignity, justice, and collective well-being are at the heart of decision-making.

The journey ahead will require sustained commitment and collective action. Yet the foundations laid in Bhutan offer a compelling vision of what is possible when compassion moves from aspirations to action. From the Himalayas to the wider world, the message is clear: a more compassionate future is within reach.
